CAMPAIGN SERVICES

End-to-End Campaign Executionat the Scale Your Race Requires

Odyssey Campaign Services operates the connected systems behind fundraising, voter engagement, supporter identification, campaign CRM, social media, follow-up and GOTV.

Every service level delivers the same integrated campaign execution model. The difference is the scale, frequency, staffing and intensity of execution.

No upfront managed execution fee. Defined results—or you do not pay.

Managed Contact Capacity

Positioning

One Integrated Service. Three Levels of Execution.

Campaigns do not need separate vendors for fundraising, social media, texting, CRM and GOTV. OCS connects these functions into one managed campaign operation—moving voters, donors, volunteers and supporters from first contact to measurable campaign action.

Every OCS service level can include

Fundraising execution
Social media content and distribution
SMS, email and AI-assisted conversations
Voter reach and persuasion
Supporter, donor and volunteer identification
Campaign CRM and follow-up
Community and small-business outreach
GOTV execution
Campaign intelligence and reporting

The service remains end to end. The level determines how far, how often and how intensively OCS executes.

What Is a Managed Contact?

A managed contact is one unique voter, donor, supporter, volunteer, business owner or community stakeholder activated within an OCS-managed campaign workflow during the service period.

Important: Contact level refers to the size of the unique audience managed by OCS. It does not represent a separate allowance for every communication channel or guarantee that every contact will respond. One contact may receive multiple campaign touchpoints.

Same Service, Different Scale

Every Level Remains End to End

Core, Expanded and Full-Scale are not three different products. Each service level connects the same campaign functions:

01Build

Campaign knowledge, messaging, data, CRM and infrastructure.

02Reach

Social media, SMS, email, phone, websites and community networks.

03Engage

Candidate education, policy explanations, issue conversations and persuasion.

04Identify

Supporters, donors, volunteers, event prospects and priority follow-up.

05Convert

Donations, event registrations, volunteer actions and voting commitments.

06Mobilize

Early voting, mail-ballot, election-week and Election Day GOTV.

07Measure

Campaign intelligence, performance reporting, attribution and continuous optimization.

One campaign system. One accountable execution team. Three levels of operating scale.

Defined Results

Service Level Does Not Replace Defined Results

The contact level determines the scale of execution. The campaign and OCS separately define the measurable results that activate the applicable service fee.

Before work begins, OCS and the campaign define the scope, timeline, measurement methodology, attribution rules and payment conditions in writing.

Defined results may include

Completed voter outreach
Meaningful voter conversations
Supporters identified
Qualified donor opportunities
Attributable funds raised
Volunteers recruited
Event registrations
Voting plans completed
GOTV follow-ups completed
Agreed campaign execution milestones
Fit to Race

Built Around the Race—not a Generic Software Package

Every campaign differs in:

District and jurisdictionVoter-universe sizeElection timelineFundraising objectiveExisting staffAvailable dataCommunication channelsLanguages and communitiesCompliance requirementsCampaign infrastructureDefined results

OCS recommends the appropriate service level after reviewing the race, campaign objectives and execution requirements.

Transparency

Clear Separation Between Execution and Pass-Through Costs

The OCS managed execution fee covers the agreed campaign operation and service scope. Approved third-party expenses may be separate, including:

Messaging and calling charges
Paid media
Voter or donor data licensing
Specialized platform fees
Payment-processing costs
Printing and postage
Event expenses
External production costs

All third-party costs must be approved and documented in the campaign agreement.

Next Step

Your Campaign Does Not Need More Software. It Needs the Right Level of Execution.

OCS becomes an extension of your campaign team—operating fundraising, voter engagement, supporter identification, campaign CRM, social media and GOTV as one connected system.
